The College of Registered Nurses and Midwives of Prince Edward Island is working in close collaboration with the Department of Health and Wellness (DHW) to respond to the healthcare needs of Islanders by implementing innovative and streamlined registration processes so that qualified, competent registered nurses enter practice faster.
In partnership with the DHW, the College developed a new model of registration for Internationally Educated Nurses (IENs), one that balances the need for process efficiency with the importance of ensuring public safeguards are in place. Once implemented, this new model will decrease timelines for registration decisions from over 1 year to less than two weeks. IENs from these listed countries will follow the new model: Philippines, United States of America, India, United Kingdom, Australia, New Zealand, and Nigeria. All IENs (regardless of country of origin) will continue to apply to the National Nursing Assessment Service (NNAS) for credentialling and education review. NNAS will provide a report to CRNMPEI within 5 days of a completed NNAS application. After CRNMPEI receives the NNAS report, the IEN will apply to CRNMPEI. A registration decision will be made within 5 days of a completed application to CRNMPEI.
Registration options for applicants from Philippines, United States of America, India, United Kingdom, Australia, New Zealand, and Nigeria are:
- Applicants who meet currency requirements (450 hours practiced as an RN or 1,125 hours practiced as an RN in the last 5 years) and have already passed the NCLEX-RN prior to application will be issued a General Class Registration
- Applicants who do not meet currency requirements but have passed the NCLEX-RN prior to application will be issued a Provisional Registration
- Applicants who meet currency requirements but have not passed the NCLEX-RN prior to application will be issued a Provisional Registration and made eligible by CRNMPEI to write the NCLEX-RN
- Applicants who do not meet currency requirements and has not passed the NCLEX-RN prior to application will be issued a Provisional Registration and made eligible by CRNMPEI to write the NCLEX-RN
A Provisional Registration is a registration with conditions/restrictions. A Provisional Registrant will be supervised in practice by another RN. Registrants in the Provisional Class of registration must pass the NCLEX-RN within 12 months from being made eligible for registration. If they are unable to pass in that timeframe, additional education will be required.
In addition to the new model of registration, we are actively working with the Department to develop impactful programs that provide educational and clinical elements which allows for better overall integration to our health system. All the programming is purposefully designed to provide comprehensive simulation and clinical experiences to assist IEN participants in meeting Canadian Entry Level Competencies that translate into safe and successful transitions to the workforce.
The new model of IEN registration aims to provide efficiency in licensing, a more intentional approach to safe integration of IENs into the work environment, while also providing support for our Island employers and current nursing workforce throughout the integration process.
CRNMPEI will continue to work with our partners to ensure a fair and timely registration process that meets our mandate to regulate nursing practice within the public interest. Additional information will be provided in the coming weeks about these new initiatives.
